Maybe you're implicitly suggesting that a vague word such as "reasonable" should not be used in the new ruleset? But rulesets cannot spell out every possible circumstance when it comes to an issue like this one. Standards of acceptability can change over time. Using a word such as "reasonable" is really the only way to phrase such a rule. There is plenty of precedent for using the word "reasonable" in legal contexts (the most famous being the phrase "beyond a reasonable doubt").
