I think Stick's point is you only need to stop once -- at the stop line.

This comes up when the car in front of you is waiting for crossing traffic. That car is in front of the stop line and your car is stopped behind him at the stop line. At this point you have satisfied your legal obligation to stop. If it is safe to do so, you can follow that car through the intersection without having to stop again.
