Having a too low speed limit over most highway space means that people are driving too fast in the more dangerous stretches of highway where the speed limit actually makes sense. If we made some parts a high speed limit that makes sense for that stretch of road, and made more dangerous parts a lower limit that also makes sense for that bit of road, we'd have most motorists (about 85% for back of envelope) actually driving at a safe speed the entire time they are on the highway.
