The USBGF rules do not address stacking checkers. I'm not aware of any that do.

Mochy violated this statement in Section 4.2.2: In no event should a player reposition an opponent’s checkers himself.

I'll take another dollar.

If asked to rule, I would rule in Mochy's favor.

Five checkers flat, stack it on number 6, create a third layer on number 11.

We've got 23 pages of rules. One more sentence won't hurt. The anesthesia is starting to kick in.
