You don't know how many you will have in the main or consolation until the rebuys are done.

Could you set the max # of permitted rebuys relatively low to complete the field to whatever is a 'nice' number and work from there? Say you have a field of 58, just announce there are 6 rebuys and that's it from the beginning and you don't have all these other problems that you mentioned. There's no chance 6 people out of 29 losers won't rebuy for eg.
