It seems to me that you haven't even laid out a clear argument here.

Every rule has pros and cons. An argument against a rule should argue that the cons outweigh the pros. But there's no acknowledgment here of the benefits of the rule, let alone a weighing of the benefits against the drawbacks.

It's not even clear to me what you think are the drawbacks of the rule—I guess the implicit argument that if the number of incidents requiring a ruling increases by 1% then it's the end of the world?

The one thing you've mentioned that makes some sense is that having a universal set of rules has some merit. But taken to the extreme, this would mean that rules should never be changed, and I doubt that you would say that.
