I think that the explanation that I gave still mostly holds. Building usually takes precedence over escaping, but there are a couple of factors that make escaping more attractive than "average," so the decision is close.
The pseudocubeless numbers in the rollout suggest that the edge that 13/7 has over 20/14 lies mainly in the extra gammons won. Bringing another checker into the zone will usually win more gammons. It will also typically win more games unless your back checkers are hemmed in and need to escape. This position is apparently close to the break-even point. If you fiddle with the position on the far side of the board to make it harder for Blue to escape, you should be able to tip the balance in favor of escaping.
