I believe there is only one right way to deal with a player like this.

You must first share your grievances with the Tournament Director and see what he does. Most rules around the world give great discretion to the TD to handle the enforcement of all rules--I have always had a problem with this as I believe there should be more firm guidelines that ALL tournament directors should adhere to, but I do agree that since there are often extenuating circumstances, or things not fully covered in the rules, the TD should have the final say. However, when something is clear in the rules, the TD should apply them firmly.

So first, trust your TD to deal with this bad actor firmly and appropriately.

So if the TD handles it to your satisfaction, your problem is solved. If he does not, then you certainly have the right to voice your opinion to the TD on how you believe he should handle it. In this case, ALL of your complaints are clearly not good sportsmanship even if they are not specifically banned by your particular rules, and I would not only encourage the TD to take decisive action, if he did not, then I would talk to more of the players in the club to join me in encouraging the TD to take proper action. And if that didn't work, then you do have a problem.

If the TD will not take decisive action, then I would get up a petition of all the players who agree with you and take it to the TD insisting that he take proper action, and I would even suggest what that action should be (see below).

One approach that many take is to do the same thing back. I think that is very wrong, as I don't believe being a poor sport or cheating is proper even if your opponent is guilty of those things.

So I would prefer a more civil approach. Simply tell the person that you believe what he is doing is highly unfair and improper and ask him nicely to stop. If that doesn't work, tell him that you will talk with the TD and also start a petition to have him banned from the club. If that doesn't work, and you don't get the support of the TD or other members, then you can decide whether to vote with your feet or try to ignore the guy, or take "further action."

Now, to another point: If I were the TD I would tell him that he is to remain quiet, as talking is poor sportsmanship. And I would warn him I would penalize him or forfeit him if he doesn't comply.

I would tell him he must not set the dice and he must shake properly (the rules Jeb, Chuck and I wrote even define what constitutes proper shaking and rolling so that this is far less of a gray area), and if he does not, he must use a baffle box. Again, non-compliance would result in severe penalties.

I sympathize with TD's. It's not a fun job. When I ran my club in downtown Chicago, we had a guy who was consistently abusive and mean to people and I warned him and banned him. It hurt to lose a player as we often only had 8 or 10 and we wanted to grow the club, but I'd rather lose a bad apple than one good apple, and if it's not a pleasant experience, the hell with it.

One thing I am sure of: you should not ignore this guy or allow him to continue. As one of the top players in your country, even if you are not the TD, you should be setting a strong example of good sportsmanship and insist, for the benefit of the game, that it is encouraged by all players, and you should take a strong stand in this regard. I believe when you become a top player you have "inherited" greater responsibilities to support the game, fair play, good sportsmanship, and growth. You reap the benefits of winning from lesser players who put up their money to play you, and you should "give back" by helping promote a higher standard for all. (I see that you are doing this, and I am not lecturing you...I am giving you justification for taking the lead on something like this even though you are not the TD or have an official position on the matter.)
