If he talks during his opponent's time to move after having been asked to stop then some sort of progression of penalties would work. Institute a rule of first offence warning, second offence forfeit a point, third offence forfeit the match. I suspect the behavior would change quickly. If he's just talking a lot and you find him to be insincere in his gregariousness, unless you feel he's harassing people I don't think there's much to do about it, unless you want to ban him for talking too much. The other two make me roll my eyes a bit, but if he's shaking after looking/setting and then rolling legally, it's a legal roll(I think? Open to correction). If you think he's a habitual line-stepper and just don't want him around you might just tell him he's no longer welcome due to being unwilling to follow appropriate social conventions. It's a tough call. I imagine it sucks to have someone make your local club a less pleasant experience.
