Basically, you are going to get what you pay for. Personally, I wouldn't go with a dual (E8400/E8500), although other people aren't that opposed to them. But the cheapest option (Q6600) is going to be your best cost:performance, particularly if you overclock it. The QX9650 is going to be a lot faster, but it's not going to be anywhere near 5 times as fast. It probably won't even be 3 times as fast. You could likely build 2 or 3 computers with a Q6600 in each for the same price as a QX9650. That would provide significantly more rollouts in the same timespan.
If you're not going to overclock at all, either the Q9300 (Xeon X3320) or Q9450 (Xeon X3350) are going to be a lot faster than the Q6600.
