Which tournament format is the best?

There is nothing, in my opinion, that compares with a modified swiss. With clocks every round starts on time; you can lose 2 or 3 matches and still win the tournament; and the "luck of the draw" is greatly reduced.

And everyone is assured to play a reasonable number of matches.
