Intel/AMD in most of their modern 64-bit processors have digital circuits that utilize thermal noise as entropy that produce a non deterministic sequence of bits. Those processors also have a hardware PRNG that is fed seed information from that source as well. You have a choice as to which source you wish to query given a processor which has such support.
