I agree with Seth -- there really isn't a "right or wrong" policy for this issue, just varying traditions from town to town that make for some interesting regional variations.
Also, people may have a differing reaction to this depending on various other rules you employ, and the character of the individuals in your chouette. For instance, in Boston, the box can double chosen individual players or everyone or no one, and when presented with a full Crew worth of initial cubes, take anyone he pleases so long as he takes at least half the cubes. I've had a visitor exclaim "Why, that's not fair! The box can drop the Captain if he's the strongest player and just play against the weaker crew-members!"
Well, I guess he could, but in over 10,000 chouette games in Boston, I don't believe I have ever seen a Box pass the Captain and take others, even on a big re-cube where the Captain is a clearly superior player to the others. Because you would look like a douche doing that. There's an unspoken, unstated tradition that this would be craven. And also, we all want be in the box. Maybe if a few newcomers moved to town and started to behave obnoxiously in this regard, we' be moved to change the rules.
Seth's right -- 'When in Rome' just be a gracious guest and play like the Romans do.
