Let's say we have a chouette where 2 players are clearly stronger than the others. With one strong player in the box the correct cube action for the other strong player (when not the captain) could well be Double/Drop after the opening roll.
I'm genuinely having a hard time following your example scenario. Could you give an example of a situation where I would conceivably be right to pass a cube after an opening roll just because I am not the Captain? Do you have in mind situations where my Captain is mentally deranged and plays his moves in some sort of wholly arbitrary way? Or I abused his sister or nephew in some unforgivably hideous way, so he wants to make me pay by making every worst move despite my pleas for better plays?
Or are you talking about a non-consulting chouette where you can't contribute to checker-plays even if your cube is turned, but must yoke your cube to the play of the captain without any input? Does anyone play that rule? I can't imagine joining in a chouette where I would think myself equity-positive by passing after an opening roll, however badly played . . . ?
