Stick, I always enjoy reading your posts. They are well reasoned, supported by facts and often inciteful. Whether I agree or disagree, I respect that approach and try my best to do the same. I look forward to reading any others that follow because I firmly believe that no one person or group of people is sufficiently smart or inciteful to consider or see every factor or potential consequence that is relevant to a decision.

With that said, where were you with all of these worthy thoughts during the entire month of July? There was a month-long public comment period on the Rules for a reason - so that perspectives like these could come out, so that factors that might not have been considered could be considered, so that new ideas or new solutions to problems could be weighed, and so that any changes, if warranted by any new information or perspectives that emerged from this process could be made before it was final. We didn't engage the public to create more work for ourselves; we did it to learn and to improve the end product. And I think it should be clear to all that there was a great openness to considering what was heard. But now, it is final. The horse has left the barn, and trying to explain why the barn door should be closed at this point is not nearly as useful.
