No they shouldn't.

There was nothing lazy or uncaring about this endeavor, and I resent the assertion that there was. You clearly have no concept of how much time and energy was devoted to this project by those involved, and perhaps no appreciation for how much we all bent over backwards to communicate the process, hear people's thoughts, make revisions and document everything.
I find the expectation that we should have attempted in advance to identify every opinion expressed since the beginning of time on every rule to be completely unreasonable. Let me remove all doubt - we aren't doing that and nobody should be expecting that to be done. The process for feedback was explained, email addresses were shared, a specific thread was created here and monitored for the purpose of these discussions on this forum, and a clear time frame for providing such input was stated. Anyone who had any concern about any rule was free to do all the research they wanted and lay out their case through the channels of communication identified, and during the stated time period. Every single comment received thought this process, during that time was considered seriously, and given a detailed response.
I challenge anyone to give any example of a previous project for developing a set of backgammon rules that was more open to input, more receptive to change, and more transparent. There are simply limits to what volunteers who have jobs, families and lives outside of backgammon should be expected to do. You have found such a limit. Plan accordingly in the future.
I agree that nothing is ever final with a rule set. But it is final for the 2018 ABT year. Another review will take place for 2019 rules. Time to move on.
