This is the consolation bracket from Wisconsin, where there were exactly 32 players in the Open. Note 16 players entering the Conso's first round, 8 joining in the 2nd round, 4 joining in the third round and 2 joining in the forth round. The exact matchups are sometimes different, but this system has been used in every single elimination with progressive consolation ABT tournament with 25 to 32 players that I have ever played, if my memory is correct.
