18/11 looks better than minimizing shots with 18/13 18/16. It leaves 3 more shots for White but you're an underdog in the race anyway so minimizing shots isn't the top priority. Also 44 is a great shot for White if you make the other play so it's really closer to 2 additional shots. It's much better in terms of your own hitting chances since it gives you a direct shot on 12 of White's rolls vs. just 4 after the other play. Each play leaves the same 4 numbers that force White to waste pips in his inner board: 32 & 21 after 18/11 vs. 41 & 31 after 18/13 18/16. So 18/11 must be the better play.
