I would guess White's EPC right. Reference boards 543210 or 443211 waste about 7.5 pips. From 443211 to 433220 + 13pt straggler it's easy to get to 8 pips wastage (a straggler on the 13 is usually about +.2 from my exp and distribution of the board is very slightly, but weaker).

For pips vs pips I know being 10% behind off-roll in EPC is about 24% GWC. From that I'd get to about 27%. I do interpolation between 2 points I know: 4 EPC up (about 50% GWC) and 10% behind (about 24% GWC). Distance in EPC is 11.6 and distance in GWC is 26%. So 1 pip is aaabout 2.25%. White is 1.6 pip ahead of 10%-behind point, so he's better by 2.25 x 1.6 = 3.6%. This gives 27.6%. Now, the function of GWC(EPC) isn't flat. I usually adjust about 1-1.5% down when in the middle of the range between 50/50 and 10%-behind point. Here, I'm close to the second one, so I know I'd adjust about 0.5% down, hence 27% GWC.
