I believe the point here is that if White makes the 5 it is very bad for you - whether it is on your head or not. So you can make an effort to claim the 20 point for yourself. 24/23 helps because you may make a better anchor after been pointed on, or get some returns on the 8 after pointing numbers with a 3.
