Question about match strategy for Grandmasters

I am a little confused by this, and my guess is that others would be as well.
First, define the term "Grandmaster."
Second, how do these rules apply to people who are not grandmasters and want to have their streamed and recorded matches in tournaments used for BMAB rankings.
Third, I am going to play in DC. If I want all of my streamed and recorded matches in the main event and masters to be used by BMAB, who do I notify to make this happen; who does the transcription; and of course, I will not want a side event (such as a blitz) to count even though I stream it.
I am sure that some or all of these question are on the web site, and if that is the case then simply giving us a link to where all of this information can be found would be helpful, assuming you have updated the website with the new policies.
Lastly, I do want to thank you and David Presser and Jeb and others involved in taking over and running BMAB as I believe it is a worthwhile project and adds interest and discussion to the game as well as helps identify and reward the better players for their skill by showing the world how good they really are.
For example, we all knew Mochy was great, but now we have another way to measure how great. I always knew Petko and Victor and John O'Hagan were great, but it is less debatable now, and they are clearly shown to be very skilled. (And I always knew I wasn't that good, and now I know it for sure!)
