1) Absolutely can buy more chips at any time. Some (most?) NL games have a max buy in, in those you can only rebuy back up to that max buy in. (Must do it between hands as you mentioned).

2) It depends on if you are playing limit or no limit. In limit, there is no advantage to not buying more chips as you have a maximum risk per hand defined by the limits. In no limit, the less chips you have in front of you, the less you are risking on any one hand.
