There are several problems with the Fischer TC that you're proposing here.

It would encourage some players to skimp on shaking and rolling, as they will ALWAYS be directly rewarded on their reserve time for doing so.

Also, when there may be doubt about if a roll is cocked, some players will feel incentivised to snatch up the dice anyway.

Simple delay or Bronstein will often not reward such behaviour, as many or most plays are routine enough to be easily made within the 12 or 15 sec. Only when a harder play would naturally take a player into their reserve will saving time on proper dice randomising benefit that reserve.

In practice, I believe, many opponents do not speak out about minimal (or even non-existant) shaking or rolling, as they feel it could harm the atmosphere, even though their opponents behaviour may well reduce their own enjoyment.

Fischer also means a closed out player will get time added each move.
