Another ruling situation and questions

In Response To: Another ruling situation and questions (Casper Van der Tak)

If a player is in time trouble does he have anyone else to blame for that? If he is in time trouble should he then be given special dispensation to save a second (or two) by picking the chequer up and placing it on the bar AFTER he's hit his clock?
