Another ruling situation and questions

I've read through this entire thread. This has happened in one of my matches in the past. I was Mick Z's opponent in the match that he referred to (so :p on your "never ending set of doubles" comment, Mick - lmao).
After having read the rule and this thread, I will say that I hate the way this rule is written. As Dmitriy pointed out, I can tap a checker and then decide against hitting and opt for the non-hitting play.
The rule is just badly written. Who is going to define what it means to "explicitly" hit a checker? In my opinion, a checker is not "explicitly" hit unless it is picked up and removed from the board. If it doesn't go to the bar where it belongs, then the play is illegal. But tapping a checker doesn't constitute "explicitly" hitting it to me.
