There is no reason to tap a checker unless you intend to hit that checker. I suppose you could tap it, change your mind, and announce that it is your intention not to hit. Without verbalizing that intent, the only explicit action is the tapping (hitting) of the checker.
Actually, I would be in favor of changing the rule in this situation to one of eliminating any ambiguity. If a player has an option to make a hit or not and ends his turn either by hitting the clock, tapping the board or picking up his dice, the play should end there. We could let the "checkers speak" for determining intent.
