Depending on how the proposed rule was defined you might even be right, though surely not "anyone" could learn it, and it would doubtless take much more than "a bit" of practice. Some people who may be interested in learning manipulation techniques will find that they have little aptitude for it. I doubt that everyone has the potential to become a Member of the Magic Circle, for example.

What is interesting to me is how you seem apprehensive of the potential to exploit such a rule, when it would surely be easier - probably far easier - to cheat using cups alone. This is particularly true if a hopeful cheat is required by their opponent to use cups with the BB. Trying to manipulate dice that are skimmed off the top of a BB and - much more so - bounced out of one has got to be harder than the techniques for cheating from cups alone, where dice are released from close to the board, and not shaking can be got away with against many opponents.

I can understand your concern more if you are a BB user; much less so if, like most players, you like to rely on cups alone.
