Is there even a question here? In every such tournament I've seen advertised, the procedures for calculating your PR are well-defined, and specify the exact settings to be used. I see no irregularity here that requires any TD intervention.

Perhaps the confusion comes from mistakenly thinking that PR has something to do with "perfect play." But a PR tournament is exactly that—it measures PR, complete with all its idiosyncrasies like the (non-obvious) definition of an "obvious" decision. A PR tournament has nothing to do with "perfect play."
