What is an "Intermediate" World Champion?

There were 7 sprinters representing their countries in the 2016 Rio Olympics in the 100 meters who ran between 11.50 and 12.00 in the qualifying heats. None of them made it to the next round.

The guy from Dubuque who ran 12.25 to win the intermediate world championship was slowed down by a strong headwind and a muddy track :-)
