It is not always simple. There could be a question of the clock being hit before or after the roller had started readjusting the checkers.

In time trouble a second could be gained here or there by the clock being hit a second earlier than the play is actually completed.

The rule being applied of having to reset the position and go from there takes some time and that would not have otherwise happened.

Also in practice the rule is unfair giving an extra reserve time to the offending team when the clocks are restarted.
