Byes in a Swiss

Perhaps since in a Swiss event there is only one bye max each round, there could be a designated player on the staff that plays a match against the player with the bye. Then all byes would play the same player and be fair to all the non-bye players. The fill in player gets some compensation in his/her staff role but perhaps gets some small bonus for each match win.
