Why wouldn't the burden be on the one whose time expired to get up and find the TD -- sure, he can think about the play on his way there and back. When the flag drops, it's in effect "match over" except the player whose time is out can get up an essentially appeal for the extra mercy bank? I don't think the burden should be on the other guy to go find the TD while his timed-out opponent sits there and cerebrates.
The point of clocks is to keep matches moving at a reasonable pace -- an added 60 seconds shouldn't make a big difference to the flow of tournaments, given the bank is usually 18+ minutes
If this gets to be commonplace enough where many players are pacing themselves to use every bit of their "relief bank" or whatever it comes to be called, then maybe the TD won't even need to be called over every time. Each player just notes the time expiration, sets the extra minute, and the match proceeds without the TD's involvement.
The worst part I see is that it can be tricky to remember how to add a minute to one side's clock without erasing the other guy's bank by accident. Maybe that's just me! (Or can clocks go negative?)
For what it's worth, I think a 1 minute extension is a much better idea. 2 minutes really is a lot of time, and the one who runs out of time ought to feel like he's been given a merciful reprieve, allowing him to continue play under substantial time pressure. A 2-minute extension really will encourage "deep thinkers" to play beyond their original clock all the time, which isn't the point. 1 minute should keep his feet to the fire.
