Certainly the idea here is to give tournament directors the flexibility to experiment - or to not use this option at all as they see fit. This option potentially creates more work for directors, but on the other hand, directors find few things more distasteful than having to forfeit a player on time who just didn't know they were running low.
I will note that this concept didn't emerge from a vacuum. A similar added time methodology called byo-yomi is used in Go, even at the highest skill level where they get 9 hours of thinking time.
Nothing says that it is all or nothing. It could be employed in some events but not others. Certainly at the lower skill divisions, having a safety buffer seems more likely to keep players that are inexperienced with clocks from having a bad tournament experience. Even at the Open level, you can't assume that every player who shows up at a random ABT is a seasoned ABT player. Lots of local players. Many people can be strong players but simply don't play major events. But yes, it is reasonable to expect more from players at the Open level.
That said, it isn't necessarily true that players are getting more time. Take the tournaments in LA. Historically, Patrick gives players more time than is standard. Settings there are now 2 minutes per point plus 2 extra minutes. They could use the Overtime option there - giving players the standard 2 minutes per point and then if they time out they get the extra 2 minutes. That has the benefit of getting players used to the standard setting, while still allowing for the extra time if needed - and the TD finds out quicker who the slowpokes are.
There are possible variations as well. For example, a TD could decide to stipulate that a player may only claim one overtime allotment per weekend or one per event. At this point, I have no idea if this Overtime concept will turn out to be a good idea, a bad idea, or a wash. Which is why leaving it open for experimentation with an open mind makes sense.
