I think Bob's question was about what it takes for a specific program, namely XG, to be called a "finished product." I don't normally say that (say) a car or a phone or a refrigerator is "not a finished product" simply because I can conceive of some possible future improvements.

Saying that XG is not a finished product, and referring to the issue under discussion as a "bug," comes across as negative criticism of XG that in my opinion at least is unwarranted.
