I'd like a system that:
i) Promotes fighting decisive chess
ii) Reduces the need to decide the championship with a tiebreak
iii) Reduces the need to decide a classical championship with rapid/blitz time controls
My first choice would be to use Bilbao scoring for the main stage. The players have much more incentive to take risks and fight for wins.
If we had to keep the current format for main stage the same, I would prefer a tiebreak format that started with a round of Bilbao classical, and only advanced to rapid/blitz if still tied. A 6-game classical Bilbao tiebreak followed by rapid tiebreak if needed feels about right.
