I just learned of an interesting interview with former world champion Anand that took place after the 12 classical games but before the tiebreak. Among the things that Anand said about the draw offer in game 12:

1. Even if he tried to take into account everything, and give Carlsen the benefit of the doubt, he couldn't understand or justify why Carlsen didn't make three more moves before offering a draw.

2. His estimate of Carlsen's chances of winning the tiebreak were 60-40, lower than what many others were assuming.

3. His proposed explanation of why Carlsen offered the draw was that Carlsen went into the game so anxious about the possibility of losing that it interfered with his objective assessment of the facts. This last comment may partially address Bob Koca's question of why a shorter series of games leads to conservative play—objectively your gain from a win should be the same as, or close to the same as, your opponent's gain from a win, but psychologically, even top competitors have trouble stopping themselves from worrying unduly about the negative consequences of a loss.
