Reducing the draw percentage

Why should the player who got into a position where he could be perpetually checked deserve more points?
I don't have much of an opinion one way or the other, but the arguments would be:
(a) The player that forces perpetual check is usually losing otherwise.
(b) If the position is otherwise equal, perpetual check is one less way to draw (i.e., this rule would make Chess less drawish).Would it also fall under the three time repetition of a position rule?
For anti-draw purposes, it would be nice to discourage 3x-rep, but I'm not sure which player should be penalized in that case. The other player could gain an advantage in some positions by repeating only because the other cannot. (That doesn't necessarily make it a bad rule.)
I suppose both players could be penalized (e.g., +0.4 each) in tournaments, though such a change would be for the benefit of spectators, not the players.
