Just to clear up one possible misunderstanding: I do agree that this would be a major rule change. What I'm skeptical of is that it would affect the drawing rate much. Chess960 is also a major change, but the evidence so far is that it doesn't change the drawing rate much.

My belief is that the only way to reduce the drawing rate significantly (other than by defining draws out of existence, as in Armageddon) is to increase the blunder rate. Changing the checkmate rule isn't going to do that.

By the way, I asked on the Chess Stackexchange site whether tablebases have already been created for this variant, and it seems that they haven't.
