Hi Joe, I have to disagree with you. Based on the tables that Michael linked to [ https://drive.google.com/open?id=0B7L6em2ChhMOTFY4SDFmampJcTA ], when the 25% position comes up in the first game of a 13 point match (13a,13a), the correct cube action is double/drop. If it then comes up in the second game 13a,12a it is also double drop. It is double/drop at every subsequent score until 13a,5a when it is double/take.

Your statement "If you knew every game of the match would end in this position, the only way you could win would be to take" is not correct because the best chance to win is to drop the cube the first eight times the position comes up and take the cube the ninth time it comes up.

Also, double/drop is correct in the 25% position regardless of how you arrive at 13a,12a or 13a,11a or 13a,10a etc. until you get to 13a,5a. For example, if you're gammoned on a 2 cube in the first game of a 13 point match, at 13a,9a the correct cube action is double/drop if the 25% position comes up in the next game.
