Albert,
Many (Most? All?) action cameras have "view/control from a tablet/smart phone" function. You download an app and go from there. I am sure you can find any action cameras manuals online before buying a camera.
If you decide to go with a different brand, pay attention to viewing angle. My camera does not capture the whole board without an extender to the goose neck you gave a link to, but I think some cameras would.
Also, there are other goose neck set ups out there. If you like to use logitech camera, you can look for OnStage set ups. They are sturdier but cost more. here is one piece of the set up.
Video files from action cameras are usually very large. The reason is large frame rate and/or high resolution. On lowest settings (which still records a good quality video) I was able to record 14 hrs of video on 64Gb microSD card. If you want to connect a camera to computer, you usually can. You may need to purchase a cable.
It is worth noting that these cameras' batteries don't last long -- usually about 1hr. So, you will need a large capacity battery pack and you will need to make sure the camera you buy can record and charge at the same time.
Overall, I think Computer + Logitech camera is a better set if you are willing to sacrifice mobility.
