I assume you are referring to Julius' timing out. As bad as Frank's timing out was, it was not nearly as bad as Julius' timing out. Julius was wining in a game and was also winning 6-0/7 in the match when he timed out. His mistake would have taken much bigger toll on his BMAB PR.

I agree that resignation errors should be included in your long term PR. However, BMAB does not calculate long term PRs -- it calculates last 300 EP only. Timing out is an unusual event and it is a big question weather or not an outlier like this should be included in a relatively small sample of 300 EP. Right now, BMAB includes such matches by default. However, keep in mind, inclusion of such matches can distort ones PR and make his sample not representative of his true skill. Keep in mind, that to get this resignation error out of the system a player needs to play many more matches after that and not everyone is willing to do that.

Resetting someone's PR can be considered in rare and unusual circumstances (like this one). The player needs to send a petition to BMAB and it will be voted on by executive panel. One important consideration, as you may have guessed from reading 2nd paragraph, is how much of an effect this error has on PR from the last 300 EP.
