I'm a little confused about what the facts were. ScottJ gives the impression that someone (Julius?) timed out in a BMAB-rated match, at a point in history when the BMAB rules would have charged him a resign error, yet the resign error was not charged. Is that impression incorrect?

I can see that there is a question as to whether to charge a resign error, but presumably at any given point in time, the BMAB rules say either yay or nay. And presumably the rules are followed. If someone timed out and it was not charged as a resign error, then presumably that's what the BMAB rules said at the time. Did the BMAB rules change at some point?
