Size of the resignation error

In Response To: Ouch... dat resign blunder tho. (Dmitriy Obukhov)

I didn't think resignation error can go so high. A move error can't go over 2.0 in EMG even if you do the mistake that cause to lose the match instead of winning (2 checkers against 1 in bear off). 17.258 is really huge. I agree cases like this should be treated is a special way, maybe a 2.00 max EMG punishment can be a solution.
