Sorry for the confusing colours mentioned in my response ; so I repost it with colours matching the published diagrams :

My understanding of both positions (the original and the variant) goes like this :

White can win both ways : by hitting or by racing.

1 - Yes racing because there is a big wastage (my guess is 10 pips) in the Black homeboard with the 5 checkers on the 1 point.

2 - In the original position, it looks like that 13-8 bring a new builder for attacking the Black 4 point if Black is forced or manage to leave. But in fact it is not a new builder ; you still get only the 4 and the 2 (with 9) to hit instead of the 2 and 1 (with the 9) if you start bearing in.

Conversely, in the variant position, by bringing an additional builder on the 8 point, you are keeping the triple hitter (4, 2 and 1)

So all in all, the additional two pips ahead (compared to the variant position) make the original position a race with potential hits if Black run and without the risk of being hit by leaving the 13 point.

Opposed to the variant position which is more in the holding position territory, implying keeping contact to reduce mobility of Black but at some risks.
