They are. Position 2 was commented on in r.g.bg. The better play in both positions is more flexible (more playable spares, more choices as to how to play upcoming rolls), keeps more checkers in play in front of opponent's checkers (in position 1, White hardly cares if Blue makes the 4 point behind White's anchor; as nice as a 3-point board might be, 13/4 now and X/4 later leaves Blue trying to win with 11 checkers confronting White), and maintains or creates a useful asset (in both positions, a 4-prime in front of opponent's anchor).
