I'm working from old memory but as I remember it, assuming nothing has changed and I don't think it has, the people who can vote for the Giants list are Open level players and tournament directors. The votes are processed by Yamin, CJC, Stryker, and Jake. All votes carry equal weight in the sense that any Open level player's vote is worth just as much as any TDs vote which is worth as much as Mochy's vote. If you get voted #1 you get 32 points, voted #2 you get 31 points, voted #3 30 points and so on and so forth.
