I think, the Box can offer the captain a positive amount of points and keep the Box, and the crew is free to give its advisory opinion, but cannot enforce anything on the captain.

I understand that any single crew member may have a preference who becomes the next Box, but they cannot force the captain to offer/accept a certain settlement, the same way as the crew cannot force the captain to make a certain move. The captain has the final say.
