Legal and acceptable. No advanced player would ever make issue of this or should even mention it. (unless in jest or unless they're being a whiny little bitch in retaliation to actually breaking rules that matter themselves) As UBK said, something might depend on the rules in place. If you're playing legal moves and you play 3/off then you must hit the checker. Even if you're not everyone knows that's what you're playing and everyone does it in the same order you did. If you were to hit the clock before putting the checker on the bar then we'd have a problem.

Tapping a checker to indicate you're going to hit it is lame and unnecessary imnshfo.
