I don't agree with that. There are issues with practical vs theoretical play to think about and also issues involving how PR is calculated. Maybe if some assumptions are made regarding who the opponents are in the tournaments, chouettes, and cash games and also the nature of where the 1 PR gain shows up.

As a thought experiment consider a 13 PR player in the open division who is a bit wild with the cube both doubling early and taking late. That is improved to 12 PR with bot study tempering the cube wildness. But for that particular player who is an underdog against almost everyone, practical play is pushed towards the cube wildness.

Suppose instead that the 13 PR player was dropping race cubes too often. Fixing that error lowers the PR by 1, but part of the change is just from getting to play out simple games and up the decision count. The opponents' PRs also would benefit from that as well.
