If White's blot was on the 7, you would have just 23 hitters. I would give White slightly higher winning chances than your 2/23 estimate, but that's a minor difference. The main difference is that White is very likely TG after most of your 13 non-hitters. White's only immediate shot leaving numbers when Blue fails to hit are the 3 high doubles. I think these TG sequences change Blue's cube action to NR.
